Non-profit employment project

Non-profit employment projects (GBP) and socio-economic enterprises (SÖB) are carried out in Austria as measures of labor market policy. In addition to the federal government (AMS, labor market service), the federal states (within the so-called employment pacts) participate in these projects. There are also subsidies from the European Union, such as the European Social Fund.

They serve the active labor market policy by creating temporary jobs. Unemployed people get a job, which is supposed to make it easier for them to enter the first labor market (as opposed to the second and third labor market, the unsubsidized sector is understood as the first). In addition to the qualification through the respective activity, the chances of a permanent job should be increased through various training measures.

The Federal Guideline for the Promotion of Socio-Economic Enterprises (SÖB) states the following:
"The term
Socio-Economic Enterprises (SÖB) describes a labor market policy instrument which, through the provision of short-term jobs close to the market, but relatively protected, enables the sustainable integration of people who are difficult to place in The job market is to promote (placement support). Socio-economic enterprises operate under market conditions. They have the social mandate to support above all people with limited productivity in regaining the skills that are a prerequisite for entry into the regular job market. The resulting tasks for SÖB are :

  • the provision of temporary jobs;
  • the organization of support and training opportunities for people disadvantaged in the labor market within the framework of a commercial enterprise;
  • the removal of barriers to placement and the reintegration of temporary workers into the regular labor market;
  • the improvement of the reintegration chances of the transit workers through targeted qualification. "

In addition to cultural projects, the GBPs' fields of activity are auxiliary activities in the building trade and, for some years now, in archeology and monument preservation. In Austria, the seal of approval for social integration companies (GSI) is awarded as certification of the employers .
