Joint help in supporting projects in European regions

The Joint Assistance to Support Projects in European Regions , shortly JASPERS (of English. Joint Assistance to Support Projects in European Regions is) an initiative of the European Commission , the European Investment Bank (EIB) and European Bank for Reconstruction and Development (EBRD) , which was launched in 2006.

The aim is to support the strategic, technical and economic identification and preparation of projects that are to receive co-financing from the EU within the framework of so-called structural funds (e.g. European Fund for Regional Development ). Any Member State that is eligible for such co-financing (in whole or in certain parts or regions) can benefit from support from JASPERS.

Two members each from the EU Commission, the EIB and the EBRD act as the Steering Committee .

Project areas

Core project areas are:

  • Roads
  • Rail, Air and Maritime
  • Water and wastewater
  • Energy and Solid Waste
  • Smart Development

The area of ​​transport infrastructure is the most important pillar due to the very high investment requirements and financing volume.

In addition, JASPERS is also promoting the dissemination and exchange of know-how through the Networking Platform and Competence Center . Finally, the IQR ( Independent Quality Review ) department assesses the project applications submitted by the supported countries on behalf of the European Commission.

The headquarters are in Luxembourg at the EIB, to which JASPERS is organizationally affiliated. Further offices are located in Brussels as well as in Warsaw , Vienna and Bucharest (regional offices).
