The Joint Office for Program, Advertising and Media Competence ( GSPWM for short ) was until August 2008 as the institution of the Directors' Conference of the State Media Authorities (DLM) and since its establishment on May 21, 2003, it was responsible for nationwide licensing issues in the television sector as well as the supervision of programs and advertising nationwide widespread radio and telemedia offers. General

The tasks of the state media authorities and the working group of the state media authorities have been anchored in the "Principles for the cooperation of the working group of the state media authorities in the Federal Republic of Germany (ALM) - ALM statute" of January 13, 2004. In addition to the directors' conference of the state media authorities (DLM), the committee chairman conference (GVK) and the general conference (GK), which decide on behalf of the working group, the GSPWM served to perform joint tasks. In addition, there was also the Joint Office for Digital Access (GSDZ) within the ALM, chaired by the director of the Medienanstalt-Berlin-Brandenburg, Hans Hege. Since September 2008, Hege has continued the work of the GSDZ as the ZAK representative for platform regulation and digital access.

Expiry of the GSPWM

On August 31, 2008, the Joint Office for Program, Advertising and Media Competence handed over its work to the newly founded Commission for Admission and Supervision (ZAK) of the state median institutions. As part of the ZAK, the former chairman of the GSPWM, Norbert Schneider, will continue the work of the joint office as the representative for programming and advertising. Unlike the GSPWM before, the ZAK can not only make recommendations, but also take legally binding resolutions. The last meeting of the GSPWM took place on June 17, 2008.

Approvals

The approval of nationally distributed radio programs and the issuing of media law clearance certificates were a focus of the work of the joint agency. The GSPWM processed a total of 231 applications (relating to approvals and media law clearance certificates).

One of the most important and essential tasks of the GSPWM was the program area. In program matters, it was the task of the joint agency to ensure uniform country practice when dealing with violations of the provisions of the program principles. In terms of program issues, the focus of recent times has been on the transparency of call-in competitions . Another focus was the supervision of esoteric advisory channels and cross-border programs as well as religious broadcasts. In cross-border matters, the GSPWM worked closely with other European regulatory authorities, such as the Austrian KommAustria or the Swiss OFCOM. Furthermore, the observation and evaluation of program developments in private broadcasting as well as the planning and observation evaluation of private TV programs belonged to the area of ​​responsibility of the GSPWM. The handling of viewer complaints regarding program and advertising violations was also one of the supervisory activities of the joint agency.

In this area, the GSPWM deliberately dealt with violations of the advertising and sponsorship regulations of the Interstate Broadcasting Treaty and also focused on a uniform country-wide interpretation and application of the advertising and sponsorship regulations with regard to this legal basis. In the course of her five years of activity she dealt with over 330 individual cases. The implementation of analyzes on key topics such as surreptitious advertising, competitions, accompanying materials and new forms of advertising were continuously on the agenda of the joint agency.

Citizen Media

In the area of ​​citizen media, the joint agency dealt with the organization, planning and preparation of activities of the state media authorities in relation to the support of open channels, campus radio, non-commercial radio providers and training and test channels. Funding measures were also discussed and cross-border cooperation between the state media authorities was coordinated.

Media literacy

In the areas of media literacy and community media, the GSPWM took on coordinating tasks in order to make the various, in particular nationwide, activities of the individual state media authorities known to a broad public. The tasks of this work area also included the development of media competence projects and guidelines for joint scientific research.
