Geneva Center for Security Policy

The Geneva Center for Security Policy (ger .: Geneva Center for Security Policy, GCSP) is a foundation based in Geneva , in 1995 "to promote dissemination and establishment of peace, security and stability" with the goal which was set.

This was founded by the Federal Department of Defense, Civil Protection and Sport and the Federal Department of Foreign Affairs as Switzerland's contribution to the Partnership for Peace (PfP).

The organization offers training programs and courses in the field of international peace and security policy. Diplomats, military personnel and civil servants who already have advanced professional experience working in foreign, defense and other relevant ministries as well as international organizations are notified. Participants come from countries in the Euro-Atlantic Partnership Council (Euro-Atlantic Partnership Council), the NATO Mediterranean Dialogue (NATO Mediterranean Dialogue), the Istanbul Cooperation Initiative and from other countries, including South and East Asia, as well as African countries. In addition to the three main courses, which last between three and nine months and are offered in Geneva, the GCSP also offers tailored courses in Geneva, Brussels, New York and other cities. Alumni often remain connected to the GCSP and continue to be involved in the center's activities.

The staff recruited from academics and practitioners represent a wide range of origins, knowledge and interests. The organization thus has extensive know-how in the area of ​​security policy. The employees publish regularly in publications of the center, internationally recognized specialist bodies and other journals. In addition, they regularly take part in political and academic debates that discuss issues relevant to security policy. In addition, the GCSP organizes conferences, workshops and debates with the aim of promoting dialogue on peace and security. Some of these discussions are intended to encourage discreet dialogue in post-conflict situations.

The following topics are treated with particular attention by the GCSP:

  • Challenges to peace and security, including proliferation of weapons of mass destruction, terrorism, threats to human security and migration;
  • Global and regional affairs and institutions, including Trans-Atlantic Relations, the Mediterranean, the Russian Federation, the CIS, Southeast Europe, South and East Asia, the UN, EU, NATO, OSCE, the African Union and ASEAN;
  • Conflict resolution and peacebuilding, including conflict analysis, peace missions, peacebuilding, transformation and democratization processes, occurrences and effects of sexual violence and human trafficking during conflicts; and
  • Geopolitical effects of globalization, including political, economic and social processes, as well as answering questions of security and environmental policy.

Governance and funding

The organization is headed by the Board of Trustees, which is composed of representatives from the 40 member states and the canton of Geneva. François Heisbourg has been the Chairman of the Foundation Council since 1998 . The management of the GCSP is supported in important political issues by an international advisory board made up of renowned personalities with experience in security policy, international organizations, government, civil society and science.

The Swiss government makes the largest contribution to the GCSP budget. Other members of the Board of Trustees, partner countries and institutions support the GCSP with specialist staff, the financing of scholarships and contributions to other activities of the center.

Maison de la Paix

The GCSP, together with the Geneva Center for the Democratic Control of Armed Forces and the Geneva International Center for Humanitarian Demining, form the three Geneva centers . These represent a fundamental part of Swiss security policy. The three Geneva centers have been based together in the Maison de la paix (House of Peace) since 2014 , which was commissioned by the Federal Department of Defense, Civil Protection and Sport (DDPS).
