The Euro-Atlantic Partnership Council ( EAPC , English Euro-Atlantic Partnership Council , EAPC ) is an initiative of the United States on 30 May 1997 in Sintra ( Portugal established) Cooperation with the aim of closer political and military cooperation between the currently 51 member states from Eastern and West (including all 30 NATO countries and 21 Central and Eastern European countries of the former Warsaw Pact , but also some neutral countries). With the exception of the 7 small states of Andorra , Liechtenstein , Malta , Monaco , San Marino , Vatican City , Cyprus and Mongolia , all member states of the OSCE are involved.

The organization was created as a reaction to the expansion of power by NATO after the end of the Cold War and aims to strengthen cooperation with the countries that have not yet joined NATO. The Partnership Council replaced the NATO Cooperation Council (NAKR), which had existed since December 1991, and is intended to serve to build general confidence and to strengthen cooperation in arms control and in peace missions. Monthly meetings take place at ambassadorial level in Brussels, and biannual meetings of the foreign and defense ministers are planned.
