After graduating from high school in Stolberg , Behlau studied sport and history to become a teacher in Cologne . The Oberbayerisches Volksblatt claimed that he had also studied theology. In 1995 he passed the first and 1997 the second state examination in sports and history. He has been working for the DFB since March 1998. After the 2004 European Championships, he was promoted to head of the national team's office under Jürgen Klinsmann . Among other things, he takes care of travel and tournament planning for the senior national team. Behlau himself plays football for the old men of VfR 07 Limburg , where he is chairman. He became known through provocative cheering gestures at the 2018 World Cup , for which he was sentenced by FIFA to pay 5,000 Swiss francs (4,340 euros). The Frankfurter Allgemeine Zeitung reported in August 2018 that the German Football Association was examining whether the chairman of VfR 07 Limburg Behlau had given the club advantages through his DFB function. Behlau resigned from this position with immediate effect on November 2, 2018. The reason was the internal investigations of the DFB, which have now been concluded.
