Union decree

In the trade union decree (decree on the right of coalition of soldiers and trade union activity in the barracks) of August 1, 1966, Defense Minister Kai-Uwe von Hassel expressly permitted soldiers of the Bundeswehr to join unions after some hesitation . This enabled the German Federal Armed Forces Association (DBwV), founded in 1956, to become fully active as a union, and the ÖTV union also began to take on soldiers, but without attaining the importance of the DBwV. In response to the trade union decree, the General Inspector of the Bundeswehr General Heinz Trettner and Major General Günther Pape , the commander of Defense Area III , resigned.
