Giles John Harry Goschen, 4th Viscount Goschen (born November 16, 1965 ) is a British peer and politician of the Conservative Party .

Goschen is the son of John Alexander Goschen, 3rd Viscount Goschen and his second wife Alvin England. He went to Heatherdown Preparatory School and Eton . In 1977 at the age of eleven he inherited the title from his father. Goschen was Lord-in-Waiting during John Major's tenure from 1992 to 1994 and Secretary of State for Transportation from 1994 to 1997 . With the passage of the House of Lords Act 1999 , he lost the automatic seat in the House of Lords along with all other Hereditary Peers. However, he was elected as one of the 92 elected Hereditary Peers to remain in the House after the reform.
