Great Council of State of the Order of Malta

The Grand Council of State of the Catholic Order of the Sovereign Orders of Malta has to elect the Grand Master or his governor in accordance with Article 23 of the Constitution .

The Grand Council of State consists of the governor of the grand master or the interim governor (usually that of the grand commander ), the members of the sovereign council , the religious prelate , the priors (in the event of a vacancy, his permanent representative (procurator, vicar, governor) ), the Professbaillis , two professed knights delegated by each priory, one professed knight and one obedience knight as representatives of the knights in gremio religionis (who are not assigned to any religious order), five regents of subpriorates and fifteen representatives of associations according to the Codex.

To elect a grandmaster, the majority of the voters present plus one vote is required.

The members of the first estate (professed) who belong to the Grand Council of State have the right to propose three parties. However, if such a proposal is not submitted during the first day of the session of the Grand Council of State, or if no candidate named therein is elected in the first three ballots, there is no longer any binding of the proposal for further ballots.

After the fifth undecided ballot, the Grand Council of State decides with an equal majority whether a Grand Master Governor should now be elected for a maximum of one year. If this is rejected, the ballots for the election of a grandmaster will be resumed. If there is approval, a runoff election takes place between the two candidates who were able to collect the most votes in the fifth ballot, with the candidate with the most votes winning. If there is only one candidate, he needs the majority of the votes present. The elected Grand Master-Governor has to convene the Grand Council of State again before his mandate expires.
