The highest agreement (also: highest agreement ) was concluded on May 30, 1964 in Höchst im Odenwald between the federal executive boards of the left-wing student associations SDS , SHB , LSD and ISSF . Later the Federal Association of German-Israeli Study Groups (BDIS) officially joined the alliance; In addition, the Humanist Student Union (HSU), trade union university groups and parts of the Evangelical Student Congregation (ESG) cooperated with the “Highest Associations” at the local level .

The agreement included mutual support in local AStA elections and in the Association of German Student Unions . The also agreed development of university policy principles did not materialize. To this end, the “Highest Associations” campaigned against the emergency laws planned by the federal government at the time : The “Democracy Before Emergency” congress, jointly organized by them on May 30, 1965 in Bonn, with around 1200 participants, is a milestone in the emerging APO .

Above all, the agreement ended the political isolation of the SDS and promoted the development of a “left-wing camp” with a potential majority within the student body. It is therefore considered a key document for the development of the later 1968 movement .
