The manual for the dimensioning of road traffic systems ( HBS for short ) is a technical set of rules valid in Germany , which describes standardized procedures for determining capacity and evaluating the quality of the traffic flow for different road traffic systems. The 2015 edition is currently valid.

It serves the road authorities and project developers of road construction projects as the basis for a target-oriented design of the road and traffic planning , which from an economic use of building materials and financing resources with the least possible environmental impact and land consumption need to plan efficient, adapted to the needs and the foreseeable trend and less accident-prone roads . For this purpose, the existing empirical values, statistics and studies necessary to achieve the objectives have been brought together in the manual. It serves the standardization, unification and verifiability of the traffic engineering planning and calculation of road traffic systems.

The manual is divided into three parts:

  • Part A: Motorways
  • Part L: Country roads
  • Part S: city streets

In all parts, a description of the assessment methods for traffic demand, routes, junctions and network sections is given, supplemented by public transport, bicycle traffic, pedestrian traffic and stationary traffic (parking lots, etc.) in the urban street area.

The performance is assessed on the basis of six quality levels of traffic quality A to F, where A stands for “no traffic disruption” and F for “traffic route congestion”. This assessment was taken from the concept of the Highway Capacity Manual ( HCM for short ) commonly used in the USA .
