The Chamber of Crafts Ostwestfalen-Lippe zu Bielefeld is one of 53 chambers of crafts in Germany and is located in the East Westphalian city ​​of Bielefeld in North Rhine-Westphalia . It is based in a building opened for this purpose in 2015 on the Handwerk campus.

The Chamber of Crafts OWL zu Bielefeld also represents the interests of around 21,500 (as of December 2019) affiliated craft businesses and craftsmen in the Ostwestfalen-Lippe region . A good 10,500 of them (as of September 2019) are employed as trainees. The companies generate sales of over EUR 18 billion (as of December 2019). It participates in legislative initiatives to create framework conditions that are suitable for the skilled trades as part of membership in the West German Chamber of Crafts (WHKT) , through this in Handwerk NRW, the German Chamber of Crafts (DHKT) and in the Central Association of German Crafts (ZDH).

She worked u. a. with the Mittelstandsgesetz NRW, Bureaucracy Reduction Act OWL, the Vocational Training Reform Act BBiG and the trade amendment from 2003/2004. The Chamber of Crafts OWL zu Bielefeld takes a position on urban and regional development as well as on environmental policy in OWL and maintains contact with the Detmold district government. The Chamber of Crafts OWL zu Bielefeld is u. a. Member of the regional council OWL, OWL-Marketing GmbH and the initiative for employment OWL.

Another focus of the tasks of the Chamber of Crafts OWL in Bielefeld has been the promotion of professional qualifications since it was founded on April 1, 1900. This includes the inter-company training in the vocational training center (BBZ) in Bielefeld and in the craft training center (HBZ) in Lemgo as well as the implementation of advanced training courses and master preparation courses or the holding of specialist lectures.

The 53 chambers of crafts in Germany are corporations under public law and consist of honorary and full-time positions. The aim is to ensure relevance and competence. They take on sovereign tasks that they perform on their own for the state. In addition, they offer their members a wide range of services, ranging from technical, business and trade law advice to advice on vocational training. In 1953, the legislature confirmed the Chamber of Crafts as a self-governing body of the economy with the Crafts Code.

As a regional umbrella organization, a Chamber of Crafts represents the craft at all levels of economic, political and social life. The aim is to give the member companies scope for economic development and to increase their productivity. As a corporation under public law, instead of state or municipal authorities, the chamber also takes on a large number of sovereign tasks that have been delegated by the state. The legal basis for this is the “Law on the Order of the Crafts” (Crafts Code - HwO).

Craftsmen and women from all sectors are represented in the committees of the Chamber of Crafts, so that our work is geared towards the needs of practical craftsmanship. In order to actually protect the interests of all those employed in the skilled trades, employers are represented by two thirds and employees by one third in all quorum bodies.

General Assembly

The highest quorum body of the Chamber of Crafts Ostwestfalen-Lippe zu Bielefeld is the general assembly. Its members are the elected representatives of the East Westphalian-Lippe handicrafts. These are elected from representatives of the craft for five years. The general assembly consists of 60 members, 40 of whom are employers and 20 are employees. As the most important body, the General Assembly determines, among other things, the guidelines for chamber policy. Their tasks include, among other things, the election of the board of directors and the managing director, the setting up of committees and the drawing up of the budget. The general assembly issues regulations on vocational training such as the journeyman's and master's examination regulations

Board

The board of directors is elected from among the ranks of the general assembly - also for a period of five years. Twelve members belong to the board of the Chamber of Crafts Ostwestfalen-Lippe, eight of them on the employer side and four on the employee side. The Presidium consists of the President and his two Vice-Presidents (one employer and one employee representative). The board determines the guidelines of the Chamber of Crafts. The current president is Mr. Peter Eul.

The committees

The committees of the Chamber of Crafts also include the committees of the General Assembly, which are formed either permanently or to carry out certain tasks. In detail these are:

  • Economic Promotion Committee (WFA)
  • Audit Committee (RPA)

A total of up to 1,200 volunteers work in all committees of the Chamber of Crafts and the guilds in Ostwestfalen-Lippe and thus ensure that the interests of the craft are represented in self-administration.

The services include the vocational training department and operational advice. In addition to Bielefeld, the branch offices in Paderborn, Bad Oeynhausen and Detmold also offer free business and technical advice for existing craft businesses and start-ups in the craft sector. In addition, the Chamber works with the District Trade machinations in the independent city Bielefeld and in the districts of Herford, Minden-Lübbecke, Gütersloh, Lippe, Paderborn and Hoxter together, representing the interests of the 128 craft guilds.

Franco-German chamber partnership

Since 1980 the Chamber of Crafts has maintained a partnership with the Western French Chamber of Crafts in the Vendée and Loire-Atlantique. The three partners have undertaken to maintain lasting connections and to “promote exchange between people working in and for the craft”. Since then, there have been regular exchange programs for apprentices and journeymen, annual meetings between the managing directors, board and business trips, exchanges of experience at guild level and Franco-German retreats.
