The State Council was a constitutional body of the Kingdom of Hanover .

The State Council was created in 1839 under King Ernst August von Hanover and existed until the annexation of Hanover by Prussia in 1866. The Prussian State Council was the godfather of the Hanover State Council . The first president from 1839 to 1848 was Major General Bernhard zu Solms-Braunfels , a step-nephew of the king. In 1848 Alexander Levin von Bennigsen became the President of the entire Ministry (Prime Minister)his successor. In 1849 this accumulation of offices was anchored in Section 6 of the Ordinance on the Council of State, so that from then on the respective head of government of the kingdom was also chairman of the Hanover State Council. From 1856 this accumulation of offices was lifted again and the respective President of the Council of State was reappointed by the king. From 1856 to 1865 the Minister of State was a. D. Johann Caspar von der Wisch before the State Council. The last President of the Council of State was Minister Wilhelm von Borries until 1866 . In addition to the President and the Secretary General, the Council of State consisted of other ministers and top officials of the state administration as full members.
