Harvey Leibenstein taught at Harvard University from 1967 to 1987 . He introduced the term X-inefficiency , which describes the inflation of costs by monopolies when they lack competition . Leibenstein was able to show that it is very difficult to determine the "market price" of the products of a monopoly, with which, according to John Maurice Clark, the quality of the monopoly should be determined. The term X inefficiency is also used in bureaucracy theory.
