The House of Soviets is a building in the style of Socialist Realism or Socialist Classicism in Leningrad between 1936 and 1941 . It occupies a total of 52,600 m². The House of the Soviets is located on Moscow Square , which is still the largest square in the city today. Its construction was part of the 1935 Leningrad Master Plan, according to which the center of the city was to be relocated here. The House of Soviets was supposed to house the Leningrad city government. Since the general plan was only partially implemented and then abandoned because of the outbreak of World War II , only the district administration of the Moskovsky Rajon has to this day their seat here.

The architect of the House of Soviets is Noi Trotsky . Its facade design replicates that of the German Embassy built by Peter Behrens in Saint Petersburg 1911–1913 on a larger scale ( colossal arrangement , sculptures in the middle of the attic , horizontal upper border), but moves away from the functionalist form of the model by enriching it with decorative elements in the sense of the Stalinist art doctrine. The monument to Lenin (born 1870) on the square in front of the building was erected in 1970.
