The memorial for those returning home on the Leopoldsberg in Vienna was erected in 1948 to “commemorate the more than 200,000 prisoners of war and displaced persons who rest in foreign soil”.

The memorial was created by the Italian-Austrian sculptor Mario Petrucci on the initiative of Federal Chancellor Leopold Figl . The foundation stone was laid on August 4, 1948 and the unveiling took place on September 12, 1948. In 1983 the memorial plaque was placed at the entrance to the memorial.

It was built on the foundation of a "defense tower" of the former castle on Kahlenberg . It consisted of a ring-shaped wall segment with four niches, in which four panels with inscriptions were attached, as well as a tapering rectangular pylon with a sacrificial bowl as a closure, which was previously combustible.

In 2018, the four panels were rearranged in a reduced form at a slightly offset location after the castle ensemble had not been accessible for years. The simple and unrelated form in which the panels are now presented did not meet with general approval
