Heinz-Herbert Noll (born January 1, 1949 in Döttesfeld ) is a German sociologist .

Noll studied sociology, economics, social policy and statistics at the Johann Wolfgang Goethe University in Frankfurt am Main. In 1981 Wolfgang Zapf received his doctorate as Dr. phil at the University of Mannheim with a thesis on "Employment Opportunities and Working Conditions: A Social Report for the Federal Republic 1950–1980" (1982).

From 1981 to 1987 Noll was a research assistant in the SPES project and Collaborative Research Center 3 "Microanalytical Basics of Social Policy" (Sfb3), then project manager and project area manager in Sfb 3. During this time, he specialized in the field of sociology of the labor market and wrote in this Also frame his dissertation.

In 1987 he was appointed head of the newly created "Department of Social Indicators" at ZUMA (now GESIS). The task of this department is the permanent institutionalization of welfare research and social reporting in Germany as a scientific infrastructure facility. Various activities developed over time.   • the organization of seminars and conferences on social indicators
  • collaboration on the "data report"

Teaching

Noll taught at the Universities of Mannheim and Heidelberg, the University of Tartu, the Université Friborg, the Università degli Studi di Firenze and the École Nationale de la Statistique et de l'Administration Économique in Paris. He was also invited to various foreign institutes and universities.

Honorary positions

Noll was appointed to several scientific and political advisory bodies, such as B. as spokesman for the “Section Social Indicators” in the German Society for Sociology (DGS) or as President of the ISA Research Committee 55 “Social Indicators”. Most recently he was President of the "International Society for Quality-of-Life Studies" (ISQOLS) until 2012 and from 2014 to 2016 a member of the scientific advisory board of the government strategy "Living well in Germany". Noll is also the "external scientific advisor" of the Hungarian social research institute TARKI and the main organizer of the series of annual "Social Monitoring and Reporting in Europe" conferences that has been taking place at Villa Vigoni since 2006.

Noll also acted as an advisory board member in various research projects and was / is a member of the editorial boards of specialist journals such as Social Indicators Research , Current Sociology and Applied Research in Quality of Life .

Scientific importance

Noll's sociological significance is to have institutionalized the work of his teacher Wolfgang Zapf and his colleagues in SPES and Sfb 3 and thus to have secured Germany a leading position in the international comparison of social indicator research. This made Germany a leading player in this applied sociological sub-discipline. Noll has also contributed to publicizing the concept of social indicators at European level and to making it a permanent task at Eurostat and the European Commission.
