Helvetia calls

Helvetia calls is a campaign by the Swiss organization Alliance F with the aim of achieving a more balanced gender distribution in the Swiss legislature (parliament) and executive (government). The campaign is supported by politicians from all major parties .

Prehistory and origin

The Helvetia calls campaign was launched in September 2018 by Alliance F and Operation Libero. At this point in time, the proportion of women in the Council of States was 15 percent at the national level and around a third of the Council members in the National Council. Due to the previously announced resignations of the Council of States, a deterioration in the proportion of women was also foreseeable. The proportion of women was also similarly low at the cantonal level.

In order to achieve equal representation of the sexes, the Helvetia calls campaign was launched with a view to the national elections in 2019 .

According to a study cited by political scientist Claude Longchamp , women bring other topics into politics and often judge certain topics differently than men as a whole, because the genders grapple with different problems in certain areas due to today's social structures and role models. If both genders were represented in a balanced way in Parliament, issues such as work-life balance , parental leave, gender equality or domestic violence would be debated and legitimized more often and / or differently. The initiators of the campaign are of the opinion that governments and parliaments that reflect the diversity of society are more likely to reflect the entire spectrum of popular will.

The aim of the campaign is an appropriate representation of both sexes in all governments and parliaments, both at national, cantonal and communal level. In a first step, the campaign looked for women and motivated them to run for a seat in parliament. Over 500 candidates registered. In addition, Helvetia calls on the parties to ensure that the parties' electoral lists are balanced in terms of gender distribution, as this greatly increases the overall chances of women voting. She also suggested that women should be listed on the main list and on the prominent list positions, since the list position is demonstrably decisive for the election success. The campaign will continue to advocate gender parity in the run-up to the 2019 national elections.

successes

Within a short time after its start, the campaign has already contributed to raising awareness of gender parity. In the Federal Council election on December 5, 2018 , which led to the election of Viola Amherd and Karin Keller-Sutter , it was generally undisputed in the social discussion that two women should now be elected to the Federal Council, which, among other things, also affects the work of Helvetia calls is due. Women were also successful in the cantonal elections in March 2019 (cantons of Lucerne , Zurich , Basel-Land ). The women were also able to get more and better places on the list for the national elections.
