Until the early 20th century, the placement of seafarers was mainly carried out by Heuerbaase . Abuses in this trade led to the introduction of the first hiring agencies operated by shipping companies or seafarers' organizations around 1900. In the period after the First World War, job placement was continued under state supervision and finally integrated into the structure of the employment offices . In addition to positions on board, temporary work in the port was also arranged through the hiring position. Today, in port cities such as Hamburg or Rostock, there are central employment offices that are integrated into the employment agency as a supra-regional specialist placement office for seafarers .
