High Production Volume Chemicals

As a High Production Volume Chemicals ( English , shortly also HPVCs , HPV ; about chemicals that are produced in large amounts ), those chemical substances referred to, which are produced, processed or imported in large quantities. The exact definitions for this vary in different countries, usually the limit is 1000 tons per year .

Lists of HPV chemicals have been submitted by various countries or international organizations such as the OECD . The aim of the respective authorities is a particularly detailed investigation and documentation of the environmentally relevant risks of every substance classified as HPV. In 2007, the list submitted by the OECD comprised 4638 entries, i.e. substances, substance mixtures or commercial forms.

OECD countries

Around 78% of global chemical production takes place within the 29 OECD member states . The OECD classifies chemicals as HPV if more than 10,000 t / year are produced in one member state or over 1,000 t / year in at least two member states. Since 1990, the OECD has been creating Screening Information Datasets (SIDS) that contain substance data and information on hazards and exposure. So far SIDS have been created for more than 1200 substances.

Germany

In 1986, the Advisory Committee for Environmentally Relevant Existing Substances (BUA) prioritized around 780 HPV substances according to their potential risk for humans and the environment as part of the National Existing Substances Program of the Federal Republic of Germany (NAP). If a high risk potential was suspected for a substance, it was subjected to a detailed assessment process. After the publication of around 260 BUA reports on more than 350 substances, the NAP was terminated in 2007.

Since then, the Association of the Chemical Industry (VCI) has submitted further assessments to the BUA for substances from the production volume range of 100–1000 t / year ( Low Production Volume Chemicals , LPVC).

United States

In the USA, the High Production Volume Challenge Program deals with the classification of HPVs and the documentation of the hazards they pose. Substances are classified as HPV when the amount produced or imported exceeds 1 million pounds (about 450 t) per year.
