Hiroya Masuda ( Japanese 増 田 寛 也 , Masuda Hiroya ; born December 20, 1951 in Setagaya , Tokyo ) is a non-party Japanese politician and was Minister of Internal Affairs and Communications between August 2007 and September 2008 . Unlike most ministers, he was not a member of parliament.

Masuda is a graduate of Tokyo University and then was a civil servant in the Ministry of Construction. From 1995 to 2007 he was governor of Iwate Prefecture . Prime Minister Shinzō Abe appointed him Minister of the Interior shortly before his resignation. Immediately afterwards, Masuda had to admit that he had not correctly booked a donation during his election campaign as governor in 2003. His ministry is also responsible for implementing the party funding law.

In September 2008, Prime Minister Tarō Asō did not take him into his cabinet, he was succeeded by Kunio Hatoyama .
