The law on the joint task of "expansion and new building of universities" ( Hochschulbauförderungsgesetz , HSchulBG or HBFG) of September 1, 1969 ( Federal Law Gazette I p. 1556) placed the expansion and construction of universities in the Federal Republic of Germany as a joint task of the federal and state governments firmly.

The HSchulBG was abolished on January 1, 2007 as part of the federalism reform. The "old" joint task of the federal government is newly regulated in Art. 143c and Art. 91b Paragraphs 1 and 3 of the Basic Law (GG) .

It is one of the points in which the federal government somewhat thwarted the educational sovereignty of the federal states and made funds available for larger investment projects by universities. According to the HSchulBG, the expansion and new construction of universities also includes the expenditure for the procurement of the large equipment for training and research, which is shown separately in the master plan for university construction, if the cost of the individual device including accessories is 125,000 euros at universities and 75,000 euros at all other universities exceed.
