Flood warning levels in Germany

Flood warning levels are used to classify water levels in flowing waters in Germany. Risks for the population can be derived from the alarm levels and the water level determined for the respective body of water. Measures to be taken at the warning levels described are explicitly determined by the respective federal states and their districts. The terms in brackets after the warning levels listed describe specified general behavior.

Meaning of the alarm levels:

Warning level 1 (start of reporting)

The river bed is full, in some places smaller embankments are possible. There is still no threat to the residents. Increased vigilance is recommended.

Warning level 2 (control service)

Embankments that extend to the foot of the dyke in diked waters begin. Agricultural and forestry areas are flooded, in some cases slight traffic obstructions are possible on main traffic and local roads. There is a control of waters, endangered facilities and objects as well as the embankment areas. Drainage obstacles must be removed.

Warning level 3 (security service)

Flooding of individual properties, streets or cellars is possible. Regional traffic connections can be blocked. In the case of diked bodies of water, the water is up to half the height of the dike. A constant guard duty on the dikes by the water / fire services must be ensured. Preventive safety measures at danger spots, the elimination of local hazards and damage are necessary. Measures to defend the dike are being taken, and flood control materials are being moved to known hazard areas.

Warning level 4 (flood defense)

Larger areas are flooded, there is an immediate danger to people, animals, objects and systems. The stability of the dykes is at risk. There is a risk of the dike overflowing. Active defense measures from dike defense to the evacuation of people and animals may be necessary.
