The Human Powered Vehicles ─ Germany eV (HPV) is an association for the promotion of muscle-powered vehicles (HPV) . It was founded in 1985 as the German section of the then International Human Powered Vehicle Association , which has been called the World Human Powered Vehicle Association since 2009 . The HPV has been a member of the European Cyclists' Federation (ECF) since 2012 .

The purpose is to promote the scientific and technical research and development of vehicles that are operated with human muscle power. In doing so, emphasis is placed on suitability for everyday use and traffic as well as efficient use of human muscle power. The focus is therefore on land vehicles such as bicycles , recumbents and velomobiles . The development of vehicles that enable or improve mobility and sporting activities for people with disabilities is also promoted.

The public relations work serves to reduce fears and reservations about recumbents and velomobiles and to promote gentle mobility .

At events and competitions, the focus is particularly on the technological development of high-performance vehicles; sporting performance is of secondary importance. Between 1986 and 2012 the HPV eV organized 9 German championships, 9 European championships and 2 world championships in various HPV disciplines.

Many vehicles that take part in the competitions are lovingly and passionately built themselves. From open to partially disguised to the complete body of the velomobile, everything is possible. There is also not only the type of drive with a rotating pedal crank, but also rudder drives and the combination of hand and foot operation give these races a special atmosphere.

The third HPV World Championships in Germany took place in Leer / Ostfriesland from June 21 to 23, 2013. The fourth HPV World Championships were held from June 9 to 11, 2017 as part of the “Monnem Bike”.

The HPV has also been the umbrella organization for the German Recumbent Cup since 2005.

Since 2009, the HPV has been carrying out annual world record attempts on the Dekra test track next to the Lausitzring . The world records over 1 hour are currently being set on the Dekra test track in Lusatia. fully disguised men, 12 and 24 hours. as well as 1000 km fully disguised men, 24 hours. undisguised men and 12 hours women are fully disguised and the Dekra test track is the most successful track that has ever been held in all HPV associations worldwide.

Together with the Swiss HPV organization Future Bike Switzerland , the association publishes the association magazine Info Bull six times a year . The association has around 1,000 members nationwide (as of 2006).
