The IPAustria (IPA) is Austria's first VoIP - Carrier and was founded by Kurt Bodinger, Alexander Matissek and Andreas Kohl Weis 1999th IPA deals with the development and operation of packet-switching voice carrier networks and the distribution of VoIP terminals, telephone systems and SIP applications .

In 2016 Alexander Matissek and Andreas Kohlweis left the company.

In 1997, the liberalization of the telecommunications market in Austria began, initially on the basis of preselection services. The providers were technically dependent on the carrier network of Telekom Austria and were dependent on the network charges of this ex-monopoly. Most of the preselection providers ran into economic difficulties from 2000 and had to stop their business activities.

As of 1999, the Austrian regulatory authority RTR was the first European regulatory authority to create the framework conditions to be able to set up packet-switching telephone networks as an alternative to circuit-switching network technology. These framework conditions specifically regulated the use of geographical numbers and the delivery of emergency calls in VoIP networks.

With the spread of the SIP protocol in 1999, the technical requirements for the development of a VoIP carrier network were given. This made it possible for the first time to offer voice services via the well-developed private broadband networks in Austria as an alternative to the OES network of Telekom Austria . IPAustria was founded in 1999 with the aim of developing such a VoIP carrier network.

On November 13, 2001, IPAustria was the first Austrian VoIP carrier to receive approval from the regulatory authority to operate a carrier voice network based on the Voicenode portal technology it had developed itself.

This made it possible for the first time in all of Austria to offer public voice telephony independently of the OES network of Telekom Austria : an essential step in the liberalization of the telecommunications market, as IPAustria's portal technology also enables small regional providers to offer competitive and successful telephone services. With this model, the regional added value was secured and jobs were created in the regions.

Especially when it comes to integrating speech into Unified Communications solutions such as Microsoft Lync - formerly Office Communications Server , Open Scape Series from Siemens Enterprise Communications , Panasonic, etc., the IPA's new Carrier Network has been the first carrier in Austria to offer direct connection options to the public landline network without the detour of an ISDN connection.

As of August 2011, 142 Austrian companies, as regional providers, are offering public telecommunications services to their private and corporate customers on the IPAustria carrier platform. With this, IPAustria operates with a qualified partner network as a national telecommunications provider throughout Germany.

In 2016 the new "MEUCCI" carrier system was put into operation. For the first time, this platform enables cross-border carer activity.
