ITU-RRB stands for International Telecommunication Union Radio Regulations Board (translation: Internationale Fernmeldeunion - Committee Radio Implementation Regulations (short: Committee VO Radio )) and is an organ of the ITU-R sector with personnel, organizational and technical support from the ITU-R office in Geneva at the headquarters of the International Telecommunication Union (ITU).

The forerunner organization of the VO Funk Committee was the International Frequency Registration Committee ( IFRB ), founded in 1947 , one of the independent ITU organs.

The VO Funk Committee consists of twelve members who are elected by the Conference of Plenipotentiaries and generally meet up to four times a year in Geneva.

Members take office on the dates fixed at the time of their election and remain in office until the dates set by the next Plenipotentiary Conference. They do not represent their country or region in the exercise of their office ; they are impartial and entrusted with an international mandate. The managing director of the ITU-R office is also secretary in the VO radio committee.

The mandate, competence and responsibility of the VO Radio Committee are set out below.

  • Approval of the procedures and workflows in the ITU-R office in accordance with the specifications and stipulations of the Radio Regulations for the registration (in the International Frequency List (IFL)) of frequency assignments by the frequency administrations of the member countries;
  • Decisions if solutions according to VO radio or rules of procedure are not given;
  • Handling of open - unresolved cases of incident investigations pending in the ITU-R office by one or more frequency administrations, and formulation of recommendations;
  • Technical expertise for (world) radio conferences, administrative conferences and regional conferences;
  • Appeal or legal remedy in the event of violations of the provisions of the Radio Regulations in connection with frequency assignments;
  • Acceptance of any further assignments posed by a competent conference or assembly.

The director of the ITU-R office is also the executive secretary in the VO radio committee.

ITU-RB

ITU-RB stands for International Telecommunication Union's Radiocommunication Bureau (also ITU-R Bureau ) and is the radio communication office also in Geneva (Switzerland) at the ITU headquarters; also a permanent institution with the following fields of activity.

  • Secretariat for the ITU-R sector;
  • Secretariat for the ITU-RR Board;
    • Personal, organizational and technical support for the ITU-RRB conferences
    • Provision of legal expertise;
    • Registration of frequency assignments (according to VO Funk) and inclusion in the IFL on behalf of the frequency administrations , including their updating and dissemination;
    • Registration (under the same conditions) of the positions of the geostationary satellites ;
    • Updating the documents required for his work.
