Ikkō Nakatsuka ( Japanese 中 塚 一 宏 , Nakatsuka Ikkō ; born April 4, 1965 in Kyoto , Kyoto Prefecture ) is a Japanese politician ( Liberal PartyDemocratic Party (ex- Ozawa group )). Until 2012 he was a member of the Shūgiin , the national lower house, for the 12th constituency of Kanagawa and a minister in the Noda cabinet .

Nakatsuka, a graduate of the engineering faculty of the University of Kyoto , worked after graduation as private secretary for the MP from Aichi and former minister Hyōsuke Niwa ( Liberal Democratic Party ), later as MP for Yukio Hoshino , MP from Niigata. Like Hoshino, Nakatsuka Ichirō Ozawa followed in 1993 from the Liberal Democratic Party to the Renewal Party and in 1994 to the New Progressive Party . After Hoshino's election in 1996 and the dissolution of the New Progressive Party in 1997, he worked for the party headquarters of the Ozawas Liberal Party.

In the Shūgiin election in 2000 Nakatsuka ran for the Liberal Party in the proportional representation block Kinki and moved into Shūgiin. After the Liberals joined the Democratic Party, he moved to Kanagawa in the 2003 Shūgiin election to constituency 12, where incumbent Yōichiro Esaki had left the Democratic Party in 2002. Nakatsuka prevailed against the Liberal Democrat Ikuzō Sakurai , the Social Democrat Tomoko Abe and two other candidates. In the Democratic Party he was then, among other things, Vice Chairman of the Political Research Council and Vice Secretary-General. In the new elections for post-privatization in 2005, Nakatsuka Sakurai was clearly defeated in the constituency - Kanagawa is the home prefecture of the then LDP chairman / prime minister Jun'ichirō Koizumi - and also missed a re-election in the South Kanto block.

In the Democratic election victory in the Shūgiin election in 2009 , Nakatsuka won the constituency back. In 2011 he became State Secretary ( Fukudaijin ) under the party chairman / Prime Minister Yoshihiko Noda in the Cabinet Office , where he was among other things responsible for the tax authorities ( Kin'yū-chō ). In Noda's third cabinet reshuffle in October 2012, Nakatsuka was appointed Minister for Special Tasks at the Cabinet Office for the Financial Sector, “New Polity ” ( atarashii kōkyō : The participation of the private sector and civil society in previously predominantly public tasks), lower birth rates and gender equality in the cabinet.

In the Shūgiin election in 2012 , he lost his constituency again, now to the LDP newcomer Tsuyoshi Hoshino , and only ended up in third place behind Tomoko Abe (Mirai no Tō). Even in the southern Kantō block, being sixth on the Democratic List, it was not enough for re-election.
