Information system identification documents

The ID card information system (ISA) is a database operated by the Swiss Federal Police Office (fedpol) since 2003. The legal basis for this is the federal law on identity cards for Swiss citizens . The ISA stores the data of a person listed in the passports and identity cards , such as name, place of residence , height and eye color, as well as the issuing authority and the issuing office. According to the federal decree of June 13, 2008, it should be supplemented with a digitized facial image and fingerprints , as these should be saved in the new biometric Swiss passport. This has been criticized by various political actors; on May 17, 2009, Swiss voters narrowly agreed to this innovation.

The Federal Office of Police, the issuing authorities and the issuing offices can enter data into the ISA. The Federal Office of Police, the issuing authorities, the Border Guard and selected police stations can call up the data from the ISA to clarify the identity and record loss reports. The ISA may not be used for search purposes. Foreign authorities do not have access to the ISA. Data from the information system may be passed on to identify victims of accidents, natural disasters and acts of violence as well as missing persons.

The ISA is primarily used to simplify the issuing of ID cards (including emergency passports) and to make it more difficult to sneak an ID card by stating a false identity.
