The Institute of the evaluation committee (in short "InBA") in implementation of the SHI Competition Strengthening Act (GKV-WSG) in 2006 by the physicians' Confederation established and the then associations of the statutory health insurance as a civil law partnership (GbR). The institute with around 50 employees is based in Berlin .

tasks

The institute is legally anchored in Section 87 (3b) SGB V and supports the evaluation committee in accordance with § 87 Abs. 3 Satz 1 SGB V and the supplemented evaluation committee acc. Section 87 (5a) SGB V while maintaining strict neutrality in the performance of their duties. The focus is essentially on the further development of the remuneration system for general practitioners, psychological psychotherapists and child and adolescent psychotherapists as well as that of outpatient specialist care. Associations of statutory health insurance physicians and health insurers are obliged to provide the necessary data in accordance with the requirements of the evaluation committee. In 2009 the institute also took on the management of the evaluation committee, and in 2015 it also took over the management of the supplemented evaluation committee.

Fields of activity

  • The institute prepares resolutions of the evaluation committee in particular on the following areas:
    • Uniform evaluation standard
    • Uniform national orientation value
    • Model of the classification process
    • Recommendations and specifications for the regional agreement on the adjustment of morbidity-related total remuneration
    • Adjustment of total compensation
  • Further tasks of the institute:
    • Evaluation of the fee situation of contract doctors and contract psychotherapists nationwide
    • Preparation of reports and analyzes for the evaluation committees
    • Support of the evaluation committee in a large number of other tasks mentioned in §§ 87, 87a SGB V.
    • Management of the evaluation committee and supplementary evaluation committee

The institute is financed by the health insurances through a surcharge on each outpatient curative treatment case outside of the total remuneration (Section 87 (3c) SGB V).

Managing directors

From its foundation in 2006 until the beginning of 2018, the institute was headed by Peter Reschke. Christian Peters has been managing director of the institute since April 2018.
