Inclusion companies , until 2018 integration projects , are legally and economically independent companies or in-house companies or departments for the employment of severely disabled people in the general labor market , whose participation in other employment on the general labor market encounters particular difficulties.

Target groups

  • Severely disabled people who, after targeted preparation in a workshop for disabled people or in a psychiatric facility, are considered for the transition to a company or an office on the general labor market and should be prepared for this transition,
  • severely disabled people after completing school education who only have the prospect of employment in the general labor market if they have previously participated in an inclusive company in vocational training measures and are employed and further qualified there, and
  • severely disabled people who are long-term unemployed within the meaning of Section 18 of SGB ​​III .

In 2016, the group of people employed was expanded to include people with mental illnesses not formally recognized as severely disabled and long-term unemployed severely disabled people. Furthermore, the threshold value for the promotion of severely disabled or equivalent part-time employees was reduced from 15 to 12 hours per week.

Inclusive businesses employ at least 30% severely disabled people in the target group. Their share of all employees should not exceed 50%. People who are mentally ill, disabled or at risk of disability are also counted towards the quotas. The inclusion companies have the following tasks:

  • They offer the severely disabled people employment and work-related care, as well as measures for professional development or the opportunity to participate in relevant external measures, if necessary.
  • They support severely disabled employees in finding other employment on the general labor market and offer preparatory measures for employment in an inclusive company.

Inclusion companies are financially supported by the integration offices from funds from the equalization levy . According to § 217 SGB ​​IX, they can receive financial benefits for construction, expansion, modernization and equipment including business advice and for special expenses. The possibility of providing cash benefits within the framework of accompanying assistance in working life - in particular according to Section 185 (3) No. 1 and 2 SGB IX - remains essentially unaffected. Integration grants from employment agencies in accordance with Section 88 of Book III of the Social Code can also be considered, as with normal employers.
