history

The roots of the BIH go back to the year 1919. At that time the first state main welfare offices came into being , which in the same year merged to form the working group of the German main welfare offices. After the First World War, they were responsible for caring for the war victims and the relatives of the war victims. They were also responsible for promoting the employment of severely disabled people (as a result of the war).

Milestone: Disabled Persons Act

A milestone in the further development was the "Law for Securing the Integration of Severely Disabled Persons in Work, Profession and Society" of 1974 - the Disabled Persons Act. It was based on the legal principles of 1919, but corresponded to the modern idea of ​​comprehensive rehabilitation for all disabled people - regardless of the cause of their disability.

The "main welfare office" becomes the integration office and main welfare office

In July 2001 the Disabled Persons Act was amended and integrated into the newly created Ninth Book of the Social Security Code . Associated with this was a separation of tasks: the "new" main welfare offices have since been exclusively responsible for the welfare of war victims and other target groups of social compensation law, for example victims of acts of violence or those injured in military service. The integration offices that were newly created at the time promote the participation of severely disabled people in working life . Their joint umbrella organization is the Federal Working Group of Integration Offices and Main Welfare Offices (BIH).

The members of the BIH are the 17 integration offices and main welfare offices in Germany, some of which are state-organized, some of which are municipal. The Bundeswehr Administration in Düsseldorf has been a further member since January 1, 2018, as the "main welfare office" for soldiers. On January 1, 2019, 15 federal states and their pension administrations joined the BIH. The BIH is chaired and managed by one of its members for a number of years - currently at the Inclusion Office of the Rhineland Regional Council in Cologne.

Representation at the federal level

In addition, the BIH represents its members in the advisory board for the participation of disabled people at the Federal Ministry of Labor and Social Affairs, in the advisory committee at the Federal Employment Agency and in the Federal Rehabilitation Working Group. It also represents the professional positions of its members at legal hearings, socio-political events and in working groups at the federal level.
