The International Code for the Construction and Equipment of Ships carrying Dangerous Chemicals in Bulk or International Code for the construction and equipment of ships that carry dangerous chemicals in their luggage (also the IBC Code ) is an international safety regulation for the transport of dangerous and unhealthy chemicals Liquids as bulk cargo in shipping .

Legal status

The IBC code is (as Chapter VII Part B) part of the IMO SOLAS Convention .

The current version of the code corresponds to resolution MSC.176 (79) of 2007.

By referring to the IBC code in German dangerous goods law for maritime shipping (e.g. in the sea dangerous goods ordinance or in the shipping route regulations ), the IBC code is recognized as national law.

Goal setting

In accordance with its preamble, the IBC Code is intended to provide an international standard for the safe transport of dangerous chemicals and harmful liquids in bulk on ocean-going vessels . It is primarily aimed at questions relating to the construction and equipment of seagoing vessels, i. H. especially chemical tankers .

It should be noted that the IBC code is not applicable for the transport of petroleum and petroleum products as well as dangerous goods in packaged form (see delimitation)

Content / structure

The IBC Code consists of 21 chapters and an appendix. These regulate minimum requirements and a. with regard to the following points:

  • Ship stability, freeboard, arrangement of cargo tanks
  • Separation of cargo tanks from other areas of the ship
  • Loading facilities (e.g. pumps, pipelines, couplings)
  • Bilge and ballast systems
  • Electrical facilities
  • Ventilation systems and systems for creating gas-free conditions
  • Fire protection and extinguishing devices
  • Personal protection and safety equipment

Chapter 17 Summary of minimum requirements is of particular importance . This contains a list of substances in which all substances subject to the IBC code, the hazards emanating from this substance and the minimum requirements to be met for the transport of this substance are listed.

Demarcation

In addition to the IBC code, there are a number of other special regulations for the transport of dangerous goods on seagoing vessels:

  • Packaged dangerous goods: IMDG code
  • Petroleum and petroleum products: MARPOL Convention
  • Gaseous substances: International Code for the Construction and Equipping of Ships Carrying Liquefied Gases in Bulk (IGC Code)
  • Nuclear fuel : INF code
