The International Development Association ( IDA ), engl. for International Development Organization , is a sub-organization of the World Bank Group , whose role is to fight poverty in countries with particularly low income levels . It grants the affected countries interest-free long-term loans on particularly favorable terms.

The IDA was supported in 1960 with members Australia, China, Germany, India, Italy, Canada, Malaysia, Norway, Pakistan, Sweden, Sudan, United Kingdom, United States and Vietnam for a total of US $ 787 million to promote economic growth Countries established. It is legally and financially dependent on and is administered by the World Bank. IDA plays a key role in the implementation of the World Bank Group's poverty reduction strategy . It has the same objectives as the IBRD, but grants its loans to poorer countries on much more favorable terms (interest-free, term 35 or 40 years, 10 free years, processing fee of 0.75% per year). The formal entry requirement for IDA loans is an average per capita income of up to US $ 1,506 per year. Because of the limited IDA funds, however, the upper limit in practice is a per capita income of US $ 885.

The first IDA loan of $ 9 million was granted on May 12, 1961 for a road construction project in Honduras .

In fiscal 2003, IDA granted approximately $ 7.3 billion in loans and grants for 141 projects and programs in 55 countries. For some years now, the allocation of funds to the individual countries has increasingly been linked to the existence of framework conditions conducive to development. Since 1999 , issues of good governance - including accountability , transparency , rule of law and participation - have played a key role in this context.

Unlike the IBRD, the IDA does not raise the funds for its loans on the capital markets, but finances them from contributions from member countries, profit transfers from the IBRD and increasingly also from loan repayments. During the 13th replenishment of IDA (IDA 13), the IDA donor countries made an additional US $ 14.5 billion available (German capital share: 10.3%, German voting rights approx. 7.0%). The replenishment enabled the IDA between 2002 and 2005 to obtain a loan volume of approximately US $ 26 billion.
