Jaime Xavier Lopes is an East Timorese politician with the Congresso Nacional da Reconstrução Timorense (CNRT) party. He has an engineering degree.

Life

Lopes was a civil servant until he was jailed in early 2007 as head of the martial arts organization Persaudaraan Setia Hati Terate (PSHT, Brotherhood of the Sacred Heart of the Lotus Flower ) for violent acts by the PSHT. The group was repeatedly involved in fights with other groups. Lopes was arrested along with 40 other PSHT members on February 1st during a raid by the UN police . Numerous weapons had been found on them. On February 5, the court decided to keep Lopes and his supporters in preventive detention.

In 2009, Lopes was appointed director of the Direção Nacional de Terras e Propriedades (no Serviso Cadastrais) (DNTPSC, National Directorate for Land, Property and Cadastre ) by Justice Minister Lúcia Lobato , which led to criticism for his past.

On August 8, 2012, Lopes was sworn in as Secretary of State for Land and Property, assigned to the Ministry of Justice . This was again criticized from various sides. Nevertheless, he kept the office even after the government reshuffle on February 16, 2015. When the 7th government took office in 2017, Lopes left the cabinet.
