Lúcia Maria Brandão Freitas Lobato (born November 7, 1965 in Leorema , Liquiçá municipality , Portuguese Timor ) was deputy chairwoman of the Partido Social Democrata (PSD) from 2003 and a member of the East Timorese national parliament from 2001 to 2007 . From 2007 to 2012 she was Justice Minister of East Timor . Lobato is a member of the Mambai ethnic group from the west of the country .

Career

In 1975 Lobato finished elementary school at the Femenino Óscar Ruas women's college in Ossu . From 1979 to 1982 she was at the Escola Pré-Secundária Católica Paulo VI in Dili and from 1983 to 1986 there at the Escola Secundária Publica . From 1987 to 1993 Lobato studied international law at Airlangga University in Surabaya ( Indonesia ) and from 1996 to 1999 achieved a master's degree in law from the same university. During this time, she was considered one of the most active women in the Resistência Nacional dos Estudantes de Timor-Leste RENETIL (National Resistance of Students from Timor-Leste), to which she had been a member since 1987.

In 1999 Lobato became an advisor to Xanana Gusmão , the chief of the East Timorese resistance, in Jakarta . Between 2000 and 2005 she worked as a lawyer in Dili and taught at the Universidade de Díli, the Universidade da Paz (UNPAZ) and the Universidade Nasionál Timór Lorosa'e (UNTL). At the same time, Lobato was a member of the Justice Commission and the Cabinet of the Ministry of Justice between 2000 and 2001 while it was being administered by UNTAET . In 2001, Lobato was elected to the Constituent Assembly for the Social Democrats, from which the National Parliament emerged on May 20, 2002, when it gained independence.

In 2007 the lawyer was the PSD's presidential candidate in the April 9 elections . She was the only female candidate out of eight applicants. First, the PSD asked the rebel leader Alfredo Reinado to run as its candidate in the presidential election. Later, party leader Mário Viegas Carrascalão announced his candidacy, but Lobato was eventually put up. She only got 8.86% of the vote and was eliminated after the first round of the election. Due to various irregularities, put Lobato along with the third-placed Fernando de Araujo and the candidate Francisco Xavier do Amaral before the Tribunal de Recurso de Timor-Leste ( German  Court of Appeal of East Timor ) appeal against the result, but failed it.

After the parliamentary elections in 2007 , the PSD and three other parties formed the Aliança da Maioria Parlamentar AMP ( Alliance of the Parliamentary Majority ). The coalition provided the government on August 8th. Lúcia Lobato, who also moved back into parliament, became Minister of Justice and therefore had to give up her parliamentary seat.

At the beginning of August 2008, allegations of corruption were raised against Lúcia Lobato and the Minister of Agriculture Mariano Assanami Sabino by the Provedoria dos Direitos Humanos e Justiça (PDHJ). On June 1, 2009, the house of Lobatos and the company of her husband, Americo Lopes , the Pualaka Petrolium Fuel were raided by the UN and National Police . Lopes is accused by business partners of manipulating documents in order to gain more influence in the company. Pulaka had also won a $ 3.1 million contract to supply diesel fuel to the national electric power plants. Here the media speculated about a preference for Pulaka over rival companies. Lobato demonstratively stood behind her husband.

In September 2011, accusations of corruption were again raised against Lobato. The prosecution started an investigation. Lobato is accused of forging documents, abuse of office and awarding projects to her husband. She allegedly collaborated with a company on the construction of eight offices valued at $ 945,805. An employee of her staff forged documents that Lobato signed. In March 2012, Parliament decided to suspend the Justice Minister, which is necessary for the trial, with 36 votes in favor of 39 MPs present, one against and two abstentions. On June 8, Lobato was sentenced to five years in prison and paying $ 4,350 for mismanagement in the administration of funds. She was acquitted on the charges of corruption, abuse of office and forgery of documents. On June 22, Lobato appealed the judgment. In mid-December, the appeals court upheld the verdict. On January 23, 2013, Lúcia Lobato was sent to Gleno Prison.

On February 26th, Lobato was transferred to the Hospital Nacional Guido Valadares due to lung problems. Again on May 6th because of high blood pressure. Eventually, Lobato was brought to Singapore for a health check-up. On August 30, 2014, President Taur Matan Ruak pardoned Lobato after just 18 months in prison on the occasion of the 15th anniversary of the independence referendum in East Timor in 1999 .

In another case, relating to allegations of the construction of the Gleno prison, the district court sentenced Dili Lobato to three years in prison and paid $ 124,000 in compensation to the state. This judgment was overturned on July 11, 2019 by the Tribunal de Recurso. The sentence was revoked, but Lobato continued to pay the compensation.

Lúcia Lobato's cousin Rogério Lobato from FRETILIN was East Timor's interior minister in the Marí Alkatiri government , but had to resign in connection with the unrest in East Timor in 2006 because he had armed civilians. Rogerio Lobato was sentenced to seven years in prison for this. On the day Lúcia Lobato was sworn in as Minister of Justice, Rogerio was given permission to leave the prison for a medical examination after a medical certificate. But after this he drove with his family to Dili airport and boarded a Learjet . The aircraft was initially refused permission to take off. As a compromise proposal, Lúcia Lobato suggested that Rogerio should be allowed to travel to Malaysia with his wife and other family members for medical treatment if the couple's two young children stay in East Timor. Literally “as a guarantee that Rogerio will come back”. The entire family stayed on board the plane until the next day, until Attorney General Longuinhos Monteiro cleared the departure. Lúcia Lobato was therefore criticized in public.

Another cousin of Lúcia Lobato is Rogerio's brother Nicolau dos Reis Lobato , who was nominally President of East Timor and commander of FALINTIL in 1978 until he died fighting the Indonesian occupiers, as were 13 other siblings.
