Longuinhos Rabindranatha Tagore Domingos Monteiro de Castro (born December 20, 1968 in Maliana , Portuguese Timor ) is an East Timorese lawyer and politician. From 2015 to 2017 he was the country's interior minister, but did not belong to any party.

Career

Monteiro attended a school in Dili until 1987 before studying law between 1988 and 1994 at the Universitas Pendidikan Nasional (UNDIKANS) in Denpasar , Bali . As the best graduate of the year, he received the “Paramitha Sadhuguna Nugraha” award. During this time, Monteiro was also active in the student resistance movement against the Indonesian occupation of East Timor. In 1991 he also lived with the guerrilla fighters in the jungle and supported the fight until the end of the occupation in 1999. Later he worked alternately at the embassy of Portugal , for the Australian government and for UNMIT .

On January 7, 2000, he was appointed examining magistrate by the United Nations representative in Timor-Leste, Sérgio Vieira de Mello , after being part of the first group of lawyers recruited by the United Nations Interim Administration for East Timor (UNTAET) . From June to October 2001 he also served as Assistant Attorney General for Ordinary Crimes.

On October 16, 2001, Monteiro became the first East Timorese attorney general . In this function he was also a member of the Indonesian- East Timorese Truth and Friendship Commission , which was supposed to deal with the crimes during the crisis in East Timor in 1999 .

In 2005, Monteiro sued businessman Francisco Lui for $ 50,000 in damages after an article appeared in the Diário Tempo newspaper entitled "Three Prosecutors Engage in Corruption, Money US $ 8,600". Lui accused Monteiro and two other prosecutors of not following the previous decision of an examining magistrate and the finance minister to disburse funds to Lui. In 2004, prosecutors forced Lui to hand them over 279,000,800 Indonesian rupees. Lui and his lawyer reported the incident to the police investigation department . The documents for the report later disappeared. Lui therefore filed a civil lawsuit on August 23, 2005. The newspaper article appeared two days later. The district court of Dili decided in 2009 in favor of Luis that the article was not a defamation. Monteiro had to pay the court costs of ten percent of the value in dispute, or US $ 5,000.

Shortly thereafter, Monteiro gave up his post as Attorney General to Ana Pessoa Pinto and became chief of the East Timorese National Police ( PNTL ) on March 27, 2009 , which led to criticism. Monteiro replaced the interim chief of the police Afonso de Jésus . According to legal requirements, Monteiro's term of office as police chief was to end in March 2013. The Council of Ministers extended it by three months until June and finally until 2015. In February there was an extensive government reshuffle in East Timor, as a result of which Monteiro was sworn in as Minister of the Interior on February 16, 2015. His successor as police chief was Júlio Hornay . When the VII government took office on September 15, 2017, Monteiro's term in the cabinet ended.

Longuinhos Monteiro is married, has two sons and is of Catholic faith. His mother was the Timoresin of Portuguese origin Rosa Manuela Domingos , his father the Indian-born Xavier Longuinhos Monteiro de Castro . He came to Portuguese Timor from Caranzalem ( Goa ) as a doctor in August 1958. Xavier Longuinhos Monteiro de Castro practiced in different parts of the colony, which is why his six sons were born in different places. The mother was a nurse when she met her future husband.
