Júlio da Costa Hornay (born February 16, 1967 in Lospalos , Portuguese Timor ) is an East Timorese police officer. From 2015 to 2019 he was General Commander of the National Police of East Timor (PNTL).

Origin and family

Júlio Hornay is the son of Félix da Costa Hornay and Jacinta Ximenes Hornay, one of eight children (five boys and three girls). The father was initially a colonial soldier ( Cipaio ) in Portuguese service in Luro , but later devoted himself to agriculture. He grew rice near Lospalos . The income was enough to take the sons to Fuiloro to the Colegio Don Bosco and the daughter to the Sta. Teresina Colegio in Ossu . Félix was active in the resistance against the Indonesian invaders. He was assistant to the local responsible person and delegate in the regional council of Suco Home . Julio's brother Gil Hornay was killed in action on the plain of Home in December 1976. Father Félix died in deep sorrow of an illness in 1977. During the fighting, Júlio had helped his father bring provisions for the FALINTIL fighters to the front lines.

After the fall of the Matebian resistance base on November 22, 1978, Júlio Hornay worked at the Lospalos medical center to earn a living and to study. Like other girls from Lospalos, his sister found protection with the Salesians in Fatumaca . She later became a nurse in Lospalos. She died in August 2013.

Between 1971 and 1989, interrupted by the war, Hornay attended school in Lospalos up to secondary school. Then he studied from 1992 to 1997 at the Universitas Timor Timur . From 2008 to 2009 Hornay completed a master's degree at the University of Brawijaya in Malang, Indonesia .

Hornay became a member of the Indonesian Police (POLRI) and received his training as a recruit at Eskola Segundu Furiel from 1990 to 1991. He went on patrol for POLDA Tim-Tim until 1992 , then he joined the finance department of POLDA Tim- Tim . To this end, he completed a community police course in Kupang in 1996 and finance courses from 1996 to 1999 within the Indonesian police. After Indonesia's withdrawal, Hornay helped in the preparations for the establishment of the PNTL in Jar 2000 from October 1999. From January 2000 he was a member of the Police Assistant Group of the UN Police (UNpol). The PNTL was founded on March 27, 2000, and from November to January 2001 Hornay was a member of the investigation team in the Dili district . In February / March 2001 he was a trainer assistant and in May he was a guest at the Police Academy. This was followed by the post of assistant to the deputy director of the academy, from May 2002 to February 2004 as deputy director and from February 2004 finally director of the police academy.

From June 2001 to 2003 Hornay was the police chief of East Timor six times and in 2004 he was the representative of the PNTL National Directorate in support of the Police Special Reserve Unit (URP) in Cova Lima . Hornay was Director of the Legal Department from August 2009 to August 2010 and General Inspector of PNTL from August 2010 to November 2013. Then he was in command of the Sentru Formasaun Polísia in Comoro . On March 26, 2015, it was announced that Hornay Longuinhos would succeed Monteiro as the country's police chief. The handover took place on March 27th. On March 27, 2019, Faustino da Costa von Hornay took over the post of General Commandant.

Awards

On March 29, 2017 Hornay received the Ordem de Timor-Leste . Prior to that, he was awarded the Veterans Medal for 8-14 year olds in 2010, the Solidarity Medal of the President of the Republic, the Medalha Comando Operação Conjunto of PNTL and Defense Forces of East Timor (F-FDTL), the bronze medal for exemplary behavior from the Minister for Defense and Security on March 27, 2014 and the Interior Minister's silver medal for exemplary conduct on March 27, 2015.
