Paulo de Fátima Martins (born December 24, 1950 in Dili , Portuguese Timor ) is a politician from East Timor . He is a member of the Congresso Nacional da Reconstrução Timorense (CNRT) party. From 2000 to 2006 he was the first in command of the East Timorese National Police (PNTL).

During the occupation, Martins was an Indonesian officer, which later caused criticism. With the withdrawal of the Indonesians from East Timor and the start of the establishment of the national police force, he became director of the police academy and in 2000 the first general commander of the East Timorese national police. He also became a member of the Supreme Council for Defense and Security ( Conselho Superio de Defesa e Segurança ). As a result of the unrest in East Timor in 2006 , Martins had to give up his post as chief of police in the country.

In 2007 Martins was one of the founding members of the CNRT , the party of Xanana Gusmão . With the parliamentary elections in East Timor in 2007 , Martins became a member of the East Timorese national parliament and stayed until the end of the 2012 legislative period. He was a member of the Commission for Foreign Affairs, Defense and National Security (Commission B).
