Isabel da Costa Ferreira , also Isabel Ruak Ferreira (born April 15, 1974 in Same , Portuguese Timor ) is a lawyer, politician and the wife of East Timor's former President and current Prime Minister Taur Matan Ruak .

Career

Isabel da Costa Ferreira was born as the daughter of Mateus da Costa Ferreira and Ana Flora de Jesus Ferreira in what is now Manufahi as the second youngest of 13 siblings. In 1975 East Timor was occupied by Indonesia . Ferreira started primary school in 1980 and left secondary school in 1993. In 1998, she graduated from the National University of Denpasar in Bali with a law degree . As a lawyer, Ferreira was actively involved against human rights violations by the Indonesian occupying power in her homeland. From 1998 to 1999 she was general coordinator of the non-governmental organization “Contras Timor-Timur” and from 1999 to 2001 director of the “Commission of Human Rights Timor-Loro Sa'e” (CDHTL).

In the elections to the Constituent Assembly on August 30, 2001 Ferreira received a seat as a candidate for the União Democrática Timorense (UDT). During the drafting of the new constitution , she mainly worked on the human rights paragraphs. However, she gave up her seat in parliament when she worked as a member of the second interim government from September 30, 2001 to May 19, 2002 under UN administrator Sérgio Vieira de Mello as a non-party adviser on human rights. She kept the office, even if not as a member of the government, even under Prime Minister Marí Alkatiri until 2006. At the same time, Ferreira was Vice President of the Red Cross East Timor (CVTL) from 2002 to 2005 and a member of the Truth and Friendship Commission (CTF) from 2005 to 2008. In In the government of Prime Minister José Ramos-Horta from July 14, 2006 to May 19, 2007, Ferreira held the post of Deputy Minister of Justice . From 2009 to 2010 Ferreira was Chair of the Secretariat in Support of the Promotion Commission of the National Police of East Timor (PNTL) and from 2009 to 2011 Legal Advisor to the State Secretary for Defense. Since 2010, Ferreira has been the chairman of the commission for the supervision of the promotion process in the national police and from 2011 to 2015 commissioner of the Comissão da Função Pública (CFP, German  Commission of the Public Service ).

Ferreira's other offices were Task Force Coordinator for the National Action Plan for Human Rights (2003-2006), Task Force Member for drafting the Law for Former Combatants (2004-2005), Task Force Member for Forming the Commission on Missing Persons (2005) , Member of the Standing Group of Government and Church (2005), Member of the National Commission on Children's Rights (2005–2006), Member of the High Council of Justice (2006–2011), Coordinator of the Commission for the Establishment of a Border Management Committee (2009–2010), Coordinator of the negotiating commission for the supplementary pension agreement of the national police (2009-2010) and member of the reform of the security sector (2009-2010). In addition, Ferreira took part in numerous international conferences as a speaker.

With her husband's presidency coming to an end, Ferreira began to get involved in the Partidu Libertasaun Popular (PLP), which Taur Matan Ruak later joined to run for the 2018 parliamentary elections. Ferreira founded the party's women's organization, the Mulheres e Familias do Partido de Libertação Popular . She also traveled across the country to found local PLP associations. After the parliamentary elections, Taur Matan Ruak became the new Prime Minister of East Timor.

Ferreira has been married to Taur Matan Ruak since May 2001. They have two daughters and a son together. Ferreira speaks Tetum , Portuguese and Bahasa Indonesia .
