Sebastião Dias Ximenes is an East Timorese politician, civil servant and human rights activist. He was the first ombudsman of the Provedoria dos Direitos Humanos e Justiça (PDHJ, German  ombudsman for human rights and law ), founded in 2005 . The PDHJ is the country's national human rights institution and is enshrined in the constitution as an independent organization. From 2017 to 2018, Ximenes was Deputy Minister of Justice for East Timor .

Career

Ximenes was in 1985 at the University of Brawijaya in Indonesian East Java a law degree in 2001 and a master's in administrative law at the University of Airlangga , East Java also.

Ximenes initially worked as a lawyer, consultant and civil servant. He also taught at the law faculty of the Universidade de Díli (UNDIL), founded in 2002 . In May 2005, Ximenes was appointed ombudsman of the PDHJ by the East Timorese national parliament and was introduced to office in June. Two other candidates proposed to parliament had previously failed. Ximenes received votes not only from FRETILIN , which ruled with an absolute majority at the time, but also from MPs from the opposition parties. In March 2006 the PDHJ started its work. At this point in time, there was a first major test. The PDHJ investigated misconduct by the military , police and other government institutions during the riots at the time .

In 2009 voices were heard from the new ruling party CNRT that Ximenes was a "handpicked" candidate for the then Prime Minister Marí Alkatiri of FRETILIN. Nevertheless, on April 14, 2010, when he was sworn in again in the national parliament, Ximenes' term of office was extended by another four years. On October 31, 2014, Silverio Pinto Baptista , the successor to Ximenes, was sworn in as the new ombudsman. The law prohibits the ombudsman from having a third term.

Ximenes was appointed Vice Minister of Justice on September 29, 2017 and sworn in on October 3. His term of office ended on June 22, 2018 when the Eighth Government of East Timor took office.
