Silverio Pinto Baptista (born June 20, 1969 in Dili , Portuguese Timor ) is an East Timorese civil servant and human rights activist. From 2014 to 2018 he was the ombudsman of the Provedoria dos Direitos Humanos e Justiça (PDHJ, German  ombudsman for human rights and law ).

Career

Baptista was involved in the East Timorese resistance against the Indonesian occupation (1975–1999) at an early age , during which he often witnessed human rights violations by the occupying forces.

Baptista studied at the Law Faculty of the University of Indonesia in Jakarta from 1991 and received a Bachelor in Law in 1998 . During this time he was involved in various student organizations that campaigned for the independence of East Timor.

After graduating, he worked as a human rights lawyer for the non-governmental organization HAK Association (HAK; Hukum, Hak Asasi, Keadilan; German  law, basic rights, justice ), which was founded to give legal assistance to East Timorese arrested during the Indonesian occupation. Since the Indonesians left in 1999, the HAK has been working towards the realization of an East Timorese society whose order is based on the sovereignty of the people and which is self-sufficient, open and democratic. During this time, he also worked on a voluntary basis for various non-governmental organizations such as FOKUPERS, ALFELA, Mahein Foundation and others. Baptista was soon Chief of Case Handling at the Hak Association and, from 2003 to 2005, Deputy Director of the HAK Association.

On June 28, 2005, Baptista was elected Deputy Ombudsman of the PDHJ for human rights by the National Parliament of East Timor and was confirmed in April 2010 for a second term of four years. In October 2014 he was elected ombudsman of the PDHJ. The swearing-in took place on October 30, 2014. He succeeded in the office of Sebastião Dias Ximenes . In his work at the PDHJ, Baptista focuses more on educational measures and public relations than on the mere fight against human rights violations and violations of the principle of good governance . In 2018, Jesuína Maria Ferreira Gomes was elected by parliament to succeed Baptista as ombudswoman of the PDHJ.

Baptista has been married since 2006.
