Miguel Pereira de Carvalho (born September 6, 1976 in Dili , East Timor ) is an East Timorese official, politician and human rights activist.

Career

Carvalho began his studies at the Sekolah Tinggi Pemerintahan Dalam Negeri (STPDN) in Bandung, Indonesia and completed his master's degree in political science at Macquarie University in Sydney, Australia in 2003 .

During the Indonesian occupation between July 1998 and September 1999 he worked in the administration of the Bobonaro district . After their departure in 1999, Carvalho worked in the United Nations Interim Administration for East Timor (UNTAET) as an officer in the Ministry of Finance and as a finance officer for the Agency for Health and Welfare. In 2002 East Timor was given independence . From February to April 2003 Carvalho was National Human Resources Advisor at the Department of Justice and from May to August Consular Assistant at the Australian Embassy in East Timor .

From September to November 2003 Carvalho served as project manager for the capacity building coordination unit in the Prime Minister's office. He then started working at the Ministry of State Administration , taking on the positions of National Director of Administration and Finance (December 2003 - March 2008), National Director of Local Development and Spatial Planning (April 2008 - March 2011), and National Director of Planning , Evaluation and External Cooperation (April 2011 - April 2013), the Director General for Local Development (April 2013 - July 2015) and the Director General for Urban Organization (July 2015 - February 2019).

From February 28, 2019, Carvalho was deputy ombudsman for good governance of the Provedoria dos Direitos Humanos e Justiça (PDHJ, German  ombudsman for human rights and law ). Carvalho succeeded Jesuína Maria Ferreira Gomes , who became the new ombudswoman of the PDHJ.

On May 29, 2020, Carvalho was sworn in as a representative of FRETILIN as Minister of State Administration in the 8th government . In addition, he took over the coordination functions of the mission unit for civil protection and natural disaster management in the government.

Awards

In 2017 Carvalho received the Merit Award for Public Service (Mérito da Função Pública) .
