Abílio José Caetano is an East Timorese official and politician. He is a member of the Congresso Nacional da Reconstrução Timorense (CNRT) party.

From 2007 to 2009, the previous chief technician Caetano in the East Timorese Ministry of State Administration (MAE) was appointed National Director of the National Graphics Department (Gráfica Nacional) by Minister Ana Pessoa Pinto . This was followed by the office of junior director of the National Directorate for Local Administration under State Secretary Florindo Pereira , in 2011 the Director of the Ministry of Finance and in 2013 the Director General for the decentralization of administration in the MAE. Caetano still held this position in 2017.

On June 22, 2018, Caetano was sworn in as Vice Minister for State Administration. Since the nominee Minister for State Administration Tomás Cabral was refused the appointment of President Francisco Guterres , Caetano led the ministry on his behalf. Following the breakup of AMP 2020, members of the CNRT government were asked to resign from their posts. Caetano followed suit on May 25th.
