Horácio de Almeida (human rights activist)

Horácio de Almeida (born April 16, 1975 in Uato-Lari , Portuguese Timor ) is an East Timorese lawyer and human rights activist. From 2015 to 2018 he was deputy ombudsman of the Provedoria dos Direitos Humanos e Justiça (PDHJ, German  ombudsman for human rights and law ). The PDHJ is the country's national human rights institution and is enshrined in the constitution as an independent organization.

Career

Almeida received a law degree from the International Law Program of the Catholic University of Soegijapranata in 2002 .

From July 2002 to December 2003 Almeida worked as a local employee in the legal department of the United Nations Assistance Mission in East Timor (UNMISET). This was followed by a position at the East Timorese Foreign Ministry until May 2003 . At the same time, Almeida taught from July 2002 to 2007 at the law faculty of the Universidade de Díli (UNDIL). From April to September 2004 he co-wrote the final report of the Reception, Truth and Reconciliation Commission of East Timor (CAVR), which investigated human rights abuses committed in East Timor between 1974 and 1999.

In November 2004, Almeida began working as Human Rights Director at the Institutional Development Unit and as National Professional Officer for Legal and Political Issues at UNMISET. He stayed here until August 2005. Almeida was then director for human rights issues at the United Nations Office in East Timor (UNOTIL), where he supported the work of the newly founded PDHJ. From April 2007 to April 2010 Almeida then held the same position at the Transitional Justice Unit of the United Nations Integrated Mission in Timor-Leste (UNMIT). In May 2010, until the end of the UN missions in East Timor on December 31, 2012, he moved to the national legal staff in the UNMIT legal office. In mid-2012, Almeida supported the Comissão Anti-Corrupção (CAC) on behalf of UNMIT .

From February 2013 to December 2014, Almeida was the national legal and procurement advisor to the East Timorese Ministry of Health . From June to July 2014, he was employed as a national advisor for the East Timorese parliamentary project of the United Nations Development Program (UNDP). On January 14, 2015, Almeida was appointed deputy ombudsman of the PDHJ for the human rights department, succeeding the previous ombudsman Silverio Pinto Baptista . In 2019, Benícia Eriana Ximenes dos Reis Magno became the new ombudswoman.
