Comissão da Função Pública
The Comissão da Função Pública (CFP, tetum Komisaun Funsaun Públika KFP , English Civil Service Commission CSC , German Commission of the Public Service ) is an East Timorese authority. Since January 24, 2018, it has been based in the Mata Doro district ( Vila Verde ). the state capital Dili . Before that, the seat was in Caicoli .
The CFP reports directly to the Prime Minister of East Timor . Of the five commissioners, three are appointed by the government and two by the East Timorese national parliament . The swearing-in is carried out by the Prime Minister.
tasks
It coordinates the civil service and is supposed to guarantee its impartiality, freedom from political influence, performance orientation and professionalism.
Among other things, the East Timorese officials are sworn in by the CFP.
history
The National Parliament of East Timor decided on July 15, 2009 with Law No. 7/2009 to create the CFP.
It was founded on August 14, 2009 with the appointment of three commissioners by the government: Libório Pereira , President-elect, Maria Olandina Isabel Caeiro Alves and Abel Ximenes . Jesuína Maria Ferreira Gomes and Alexandre Gentil Corte-Real de Araújo were appointed commissioners by Parliament on October 13, 2009. In 2011 Alves became East Timor's first consul general in Bali . As Commissioner, she was replaced by the government of Isabel da Costa Ferreira . Ximenes resigned in February 2012 to work for the candidate José Luís Guterres ( Frenti-Mudança ) in the presidential elections . On April 30, 2012, the government appointed Abel dos Santos Fátima to succeed Ximenes as Commissioner , who had been the General Director of the Secretariat since the CFP was founded. The winner of the election, however, was Taur Matan Ruak , the husband of Costa Ferreira, who retired as first lady as commissioner.
The term of office of the previous commissioners ended on May 29, 2015. Faustino Cardoso Gomes became the new president . Maria Olandina Isabel Caeiro Alves returned as Commissioner after her time as Consul General. The other new commissioners were Maria Domingas Alves , Jacinta Paula Bernardo and José Telo Soares Cristóvão .
In 2017, Maria Olandina Isabel Caeiro Alves was appointed East Timor's new Ambassador to Malaysia and thus resigned as Commissioner. On November 20, António Freitas was sworn in as Alves' successor.
On May 28, 2020, the term of office of President Faustino Cardoso Gomes was extended by one legislative period. Maria Domingas Alves and Jacinta Paula Bernardo were eliminated. The new commissioners were Maria de Jesus Sarmento and Carmeneza dos Santos Monteiro . The end of the term of office is set for May 27, 2025. No decision has yet been taken on the two commissioners who are appointed by the national parliament.
