Caicoli (formerly Rumbia ) is an East Timorese Suco in the administrative office of Vera Cruz ( municipality of Dili ) and part of the state capital of Dili .

The district

Rua de de Moçambique

The district of Caicoli forms the west of the Sucos, at an altitude of 11  m . It is located between Avenida Mártires da Pátria (formerly Av.Mouzinho de Albuquerque ) in the west, Rua de Moçambique (formerly Rua D. Fernando ) in the east, Suco Mascarenhas in the south and Avenida 20 de Maio (formerly Rua Jacinto Cândido ) in the North.

Here you will find a police station, the headquarters of the East Timorese Electricity Company (EDTL), a base of the East Timorese Defense Forces (FDTL), the Statistical Office (DNE), the Clínica da Providência hospital , the Divisão de Trabalho e Solidariedade , the “Faculty of Science and Creation of the Universidade Nasionál Timór Lorosa'e “(UNTL FKIP), the Ministry of Health , the administrative headquarters of the municipality of Dili and the headquarters of Timor Telecom .

Caicoli has 5067 inhabitants (2015), of which 2655 are men and 2412 women. The population density is 7119.7 inhabitants / km². There are 935 households in the Suco. 90% of the population name Tetum Prasa as their mother tongue.

Before the 2015 territorial reform, Caicoli had an area of ​​0.62 km². Now it is 0.71 km². North of Avenida 20 de Maio is Suco Colmera , west of Avenida Mártires da Pátria is Suco Vila Verde , south of Suco Mascarenhas and east of Avenida Bispo Medeiros and Avenida Xavier do Amaral is the administrative office of Nain Feto with its Suco Santa Cruz . The district of Caicoli forms the west, Borohun to the north-east and Rumbia to the south .

In Borohun are the Palácio das Cinzas , the headquarters of the East Timorese National Police (PNTL), in Rumbia the Tribunal de Recurso de Timor-Leste ( German  Appeal Court of East Timor ), the highest court in the country and the congress and exhibition center in the Mercado Municipal , the old one Portuguese city market. The Suco also houses the National Directorate for Civil Defense and Fire Brigade, the Archive & Museum of the Timorese Resistance (AMRT), the Escola Primaria Sede Antigo elementary school , and the Universidade de Díli . In March 2015, the new Igreja Ebenezer, the seat of the Evangelical Presbyterian Church of East Timor ( Igreja Evangélica Presbiteriana de Timor Leste ), was inaugurated on Rua Mascarenhas Vera Cruz , with a bell tower that can be seen from afar.

In the Suco there are the five Aldeias Centro da Unidade , De 12 Divino , Foho Rai Boot , Sacoco and Tahu Laran .

The Civil Military Operations Center of the International Armed Forces East Timor was located in Caicoli .

Severe flooding occurred in Dili in March 2020, which also affected Caicoli.

In the 2004/2005 elections , Domingos Dias dos Santos was elected Chefe de Suco. In the 2009 elections , Hipolito Marques Sarmento won .
