Carmeneza dos Santos Monteiro (born July 31, 1981 ) is an East Timorese civil servant.

Career

From 2002 to 2007, Monteiro worked in Dili for the Australian Agency for International Development as a program manager. Between 2008 and 2011 she studied at the Australian National University and received a Bachelor's degree in International Relations with Honors. From 2015 to 2017 worked in the Prime Minister’s Office as a Public Administration Liaison Officer before joining the Asia Foundation as Policy Director in September 2017. She stayed here until 2019. In 2020, Monteiro became an advisor in the Ministry of Social Affairs.

On May 28, 2020, Monteiro was appointed Commissioner of the Comissão da Função Pública (CFP) by Prime Minister Taur Matan Ruak .

Monteiro is President of the Australian Alumni Association of the Timor-Leste Development Awards and a member of the Timor-Leste Policy Leaders Group supported by the Asia Foundation. She has received a number of awards including the Australian Day Award for outstanding work in Australia's response to the 2006 humanitarian crisis in East Timor .
