The Partidu Libertasaun Popular PLP ( German  Party of People's Liberation ) is a political party from East Timor . The party headquarters are in Caicoli ( Dili municipality ). The party leader has been the former President Taur Matan Ruak since 2017 . Since he is Prime Minister in the current government , Abrão José Freitas took over the post of interim chairman of the PLP.

founding

On December 9, 2015, the PLP submitted 35,000 supporter signatures to the Tribunal de Recurso de Timor-Leste , the country's highest court, to be officially registered as a political organization. Recognition took place on December 22nd.

Manuel Tilman , head of the KOTA party , announced a collaboration with the PLP in April 2016.

The Timor Post reported that there was information that the previously independent President Taur Matan Ruak was involved in the founding of the party and would take over the leadership of the PLP after his term in office in 2017. According to Matadalan online, he used his business trips through the country to expand his popularity so that he could later successfully run the parliamentary elections in East Timor in 2017 with the PLP . As long as he was still president, he was forbidden to work politically within a party, even if membership in a party is permitted. On March 3, 2017, Taur Matan Ruak confirmed the plans for his candidacy for parliament .

In the presidential elections in East Timor in 2017 , the PLP, together with the KHUNTO party, supported the candidate António Kalohan da Conceição from the Partido Democrático (PD). Isabel da Costa Ferreira , wife of Taur Matan Ruak, also appeared with Conceição at election campaign events. Conceição came in second in the vote on March 20 with 32.47%.

On May 20, at midnight, Taur Matan Ruak handed over the office of President to his successor Francisco Guterres from FRETILIN . That afternoon, Taur Matan Ruak was elected as PLP chairman at the party's first national congress.

In the election campaign for the 2017 parliamentary elections, the PLP presented itself as an anti-corruption party and, above all, set different accents than FRETILIN and CNRT on the question of state development. Instead of major projects such as the special economic zone in Oe-Cusse Ambeno and the Tasi-Mane project on the south coast, the PLP wanted to focus on basic medical care and education and agricultural programs for the population. Oe-Cusse Ambeno was under the leadership of FRETILIN politician Marí Alkatiri , while the South Coast project in Cova Lima was attributed to the CNRT. The PLP criticized, for example, that although there was a new motorway along the south coast, the more important connecting road from Suai to Dili was still in poor condition.

The elections brought the PLP 10.58% of the vote and eight seats, making it the third largest force in parliament after FRETILIN and CNRT. On October 12th, CNRT, PLP and KHUNTO signed an agreement to form a new Aliança da Maioria MP, AMP, to oversee the minority government of FRETILIN and PD under Prime Minister Alkatiri. After the dissolution of parliament and the calling of new elections in 2018 , the three parties of the AMP decided on February 1, 2018 to also work together in the election campaign. For this, the alliance was renamed Aliança para Mudança e Progresso .

In the parliamentary elections on May 12, 2018, the AMP managed to win 34 of the 65 seats and thus an absolute majority in parliament with a share of 49.6% (309,663 votes). Taur Matan Ruak was sworn in as Prime Minister on June 22nd and now led the Eighth Constitutional Government of East Timor. However, President Francisco Guterres (FRETILIN) rejected most of the CNRT's ministerial candidates and two of the KHUNTO's candidates for “ethical reasons”, which is why they could not be sworn in. In the following months, vice ministers and ministers from other departments headed the missing positions, which increased the CNRT's displeasure. At the end of 2019, MPs from the CNRT made Prime Minister Taur Matan Ruak jointly responsible for the fact that after 18 months the candidates were still not in office. The slow progress of the Tasi Mane project also caused a dispute between PLP and CNRT. On January 17, 2020, the government's proposal for the 2020 budget failed again in parliament. Only the 13 MPs from PLP and KHUNTO voted for the draft. 15 opposition MPs voted against, the CNRT coalition MPs and the rest of the opposition members abstained. Taur Matan Ruak then declared the end of the AMP.

On February 22nd, CNRT, KHUNTO, PD, UDT, FM and PUDD publicly signed a coalition agreement to form a new government in the presence of former President José Ramos-Horta . The alliance had 34 seats and thus a parliamentary majority. On February 24, 2020, Taur Matan Ruak submitted his resignation as Prime Minister to the President, but remained Prime Minister in office. But President Guterres neither accepted the resignation nor dissolved parliament. He also did not respond to the opposition's proposal to appoint Xanana Gusmão Prime Minister.

For their part, PLP and FRETILIN founded a platform to counterbalance the new alliance. When the COVID-19 pandemic took hold in East Timor , a state of emergency was declared. Taur Matan Ruak therefore withdrew his resignation on April 8th. On April 27, the new alliance wanted to fail the government's request for an extension of the state of emergency in parliament, but the KHUNTO MPs voted in favor of the extension, contrary to the requirements. On April 29, the KHUNTO officially left the alliance, and on April 30, the government proposed FRETILIN and a PD member to the President to fill the vacant positions in the cabinet. On May 29th, the first FRETILIN representatives and a PD member were sworn in for the government.

Interim party leader of the Partidu Libertasaun Popular was Adérito Soares . Sabino Soares Guntur became vice-president.

At the first national congress of the PLP on May 20, 2017, Taur Matan Ruak was elected as the new chairman. He has six deputies: Abrão José Mate Restu Freitas , Demétrio do Amaral de Carvalho , Maria Angelina (Lita) Lopes Sarmento , Rosalina Ximenes , Abel Pires da Silva and Fidelis Leite Magalhães .

Adérito Soares is now chairman of the party's National Political Council (KPN).

The PLP's women's organization is called Mulheres e Familias do Partido de Libertação Popular . One of its founders was Isabel da Costa Ferreira.

Cornélio da Conceição Gama (L7), Faustino dos Santos (Renan Selak) and André da Costa Belo (L4) left their old party União Nacional Democrática de Resistência Timorense (UNDERTIM), where they held leading positions, and joined the newly founded PLP . André da Costa Belo became the first spokesman for the PLP. He was replaced by Fidelis Leite Magalhães in June 2017. Faustino dos Santos became the spokesman for the PLP in the Lautém municipality .

Another prominent member is the newspaper editor José Belo.

According to André da Costa Belo, the party's supporters include young adults, students and veterans from all 13 municipalities in the country. The supporters of the PLP from the younger generation were mostly trained in Indonesia and do not have the same proximity to the former colonial power Portugal as the old elite propagated. The PLP supporters often dislike the fact that Portuguese has become one of the official languages.

The flag of the party founded in 2015 is divided in two diagonally. Towards the mast it is blue at the top, and towards the flight section it is green at the bottom. In the middle is the party's logo: a circle, half made up of a black chain and half of a yellow gear, in which a photo of a Timor Rainbow Lorikeet should represent on a white background , above a yellow star and in the lower part the yellow one Letters PLP. However, it is at the Rainbow Lorikeet on the flag to another, do not occur on Timor kind. The Lori ( Portuguese Lorico , tetum Loriku ) is in East Timor, a symbol of the generation of independence fighters of the 1990s, the Lorico Asuwain .
