António da Conceição , fighting name Kalohan ( German  cloud , born October 8, 1964 in Leorema , Liquiçá , Portuguese Timor ) is a politician from East Timor .

Conceição went to school in the Colégio Infantil de Sagres in Maliana until 1975 and then, after a short break, attended the Nossa Senhora da Fatima seminary and the Colégio de São José . From 1987 to 1991 he studied philosophy and theology in Malang, Indonesia .

During the Indonesian occupation, Conceição was a member of the Resistência Nacional dos Estudantes de Timor-Leste RENETIL. He was RENETIL's regional secretary for Malang. From 1991 Conceição belonged to the eight-member presidium and was involved in the resistance until 1999. In 2001, Conceição founded the Partido Democrático (PD) with other members of RENETIL .

In 1999 Conceição was the Executive Officer of Timor Aid from Dili . In the second transitional government of East Timor under UN administration from 2001 to 2002, he became an advisor to set up the planning commission. He then completed a Masters Degree in International Relations and Strategic Studies at Lancaster University in the UK from 2003 to 2005 .

In the parliamentary elections in East Timor in 2012 , Conceição came fourth on the PD list. However, since he was sworn in as Minister for Trade, Industry and the Environment on August 8, 2012 in the Fifth Constitutional Government under Prime Minister Xanana Gusmão , he had to resign from his seat in the East Timorese national parliament . In the VI. constitutional government , Conceição retained his office.

Fernando de Araújo (PD), Minister of State, Coordinator for Social Affairs and Minister for Education, passed away on June 2, 2015 . Conceição followed him in all three offices with his swearing-in on August 10th. Conceição's successor as Minister of Commerce was Constâncio Pinto .

In March 2016, the coalition between CNRT and PD broke over the dispute over the military commander in chief and the conflict between government and parliament on the one hand and President Taur Matan Ruak on the other. In order to ensure the stability of the government, Conceição and the other members of the PD in the cabinet declared their withdrawal from the party. They kept their offices as independent politicians.

Nevertheless, Conceição remained Secretary General of the PD and finally declared his candidacy for the 2017 presidential elections in East Timor as a candidate for the PD on January 27, 2017. In the vote on March 20, Conceição received 32.47% of the vote and came in second place.

In the parliamentary elections in East Timor in 2017 , Conceição made it into the national parliament in second place on the list. However, he only attended the first day of the meeting on September 5, 2017 and then waived in favor of Júlio Sarmento da Costa . On September 15, Conceição was sworn in again as Minister of Commerce and Industry, replacing his fellow party member Constâncio Pinto . Since the minority government could not prevail in parliament, President Francisco Guterres dissolved it and called for new elections. In the new election on May 12, 2018, Conceição managed to re-enter parliament at number 2 on the PD list, where the PD now belongs to the opposition. Here he is now a member of the parliamentary commissions for public finance (commission C) and for education, youth, culture and civil rights (commission G). Conceição's term of office as minister ended when the Eighth Government of East Timor took office on June 22, 2018.

On 13 November 2018, the Parliament raised with 57 against three Simmen, with one abstention, the immunity of Conceição as a deputy, so that now before the District Court of Baucau can be levied against him. Conceição himself had applied for the repeal in order to face the allegations. They refer to his tenure as Minister of Commerce. In 2014, five sucos from Vemasse had food shortages after the harvest, which is why the Suco bosses and the administrator of the sub-district asked for humanitarian aid. Conceição arranged with a trader to supply rice, which would be sold to the local population at a low price. The necessary data on those in need was missing for a free distribution. Although the government had deposited the purchase price for the rice in an account, according to Conceição, the administrator sold the rice at a higher price than agreed. The administrator was then arrested. Conceição is accused of participating in the business. At the same session, Parliament also approved the hearing of Mariano Sabino Lopes as a witness on the matter in court.
