VI. constitutional government of East Timor
The VI. Constitutional Government of East Timor (VI Constitutional Government) was the sixth government of East Timor since the independence of East Timor on May 20, 2002. Prime Minister Rui Maria de Araújo ruled from February 16, 2015 to September 15, 2017.

At the beginning of 2015, Prime Minister Xanana Gusmão announced that he would reshuffle the government and also resign prematurely. On February 5, he informed his coalition partners that he wanted former Health Minister Rui Maria de Araújo as his successor and resigned with a letter to President Taur Matan Ruak . Araújo is a member of the central committee of FRETILIN , which is why there was anger in the three coalition parties about Gusmão's move. Araújo received support from the leadership of FRETILIN and from the former Prime Minister and President José Ramos-Horta . President Taur Matan Ruak officially accepted Gusmão's resignation on February 9th and charged Araújo with the formation of a new government on February 10th, after the Congresso Nacional da Reconstrução Timorense CNRT , the party of Gusmão, had officially proposed him. Xanana Gusmão continued as Prime Minister until the new Prime Minister was sworn in on February 16.
The list of new cabinet members was published on February 11, 2015. All parties that had seats in parliament were now represented in the government : CNRT, FRETILIN, Partido Democrático PD and Frenti-Mudança FM . The previous Minister for State Administration Jorge da Conceição Teme (FM) declined the offer to continue his office as Deputy Minister. Tomás Cabral (CNRT) received the post . On February 16, the VI was sworn in. Government in place. Francisco da Costa Soares Borolaku (PD) should actually remain State Secretary for the strengthening of the institutions, but resigned from his office due to the ongoing investigation because of taking advantage of him. Soares came to the swearing-in ceremony, but did not take part, so his office remained vacant. According to Soares, this should remain so until the investigations into him are concluded. Ultimately, the post was no longer filled.
The government reshuffle has been used to achieve several goals. On the one hand, a generation change has been initiated. Prime Minister Rui Maria de Araújo was the first Prime Minister of East Timor who did not belong to the 1975 generation of independence fighters. The all-party government wanted to achieve a unifying effect on the country, which was previously achieved by the national hero Xanana Gusmão. However, Gusmão remained a member of the cabinet as an “advisory minister” (“mentoring minister”) and minister for planning and strategic investments. Instead of “deputy prime ministers”, there were now four “ministers of state”, who were assigned certain subject areas as “coordinators”. The cabinet had been greatly reduced compared to its predecessor. In addition, members who were accused of corruption were dismissed in this way.
Minister of State Fernando de Araújo died on June 2, 2015 after suffering a stroke. Deputy Minister Dulce Soares replaced him as Interim Minister for Education . On August 10, the previous Trade Minister António da Conceição (PD) was sworn in as the new Minister of State, Minister of Education and Coordinator for Social Affairs. The previous deputy, Constâncio Pinto (PD), became the new trade minister, while his deputy minister was Nino Pereira (PD), who was already State Secretary for Industry and Cooperatives in the fifth government . Dulce Soares remained Deputy Minister of Education.
In March 2016, the coalition between CNRT and PD broke over the dispute over the military commander in chief and the conflict between government and parliament on the one hand and President Taur Matan Ruak on the other. In order to ensure the stability of the government, the members of the PD announced their withdrawal from the party in the cabinet. They kept their offices as independent politicians. Ultimately, however, the PD government members remained active party members, so Conceição was still Secretary General of the PD.
After the parliamentary elections on July 22, 2017 , it took until September 15, until Marí Bin Amude Alkatiri was sworn in as the new Prime Minister.
